JDA Board Approves Westinghouse Agreement and RFP for Old Mill Site

The Camden County Joint Development Authority Board of Directors held a special called meeting on October 8, 2026, in Kingsland. The Board discussed and approved a Westinghouse agreement, a Request for Proposals to market the old mill site, and a change to the November meeting date.

Following an overview by James Coughlin and extensive discussion, the Board approved the Westinghouse Memorandum of Use with an additional requirement: Westinghouse must meet 100% of the investment goals specified in the agreement to avoid being required to make a recoup payment to the Authority. Ken Kessler made the motion, and Royce Proctor seconded it. Jay Lassiter abstained from voting, and all remaining Board members voted in favor.

The Board also unanimously approved the Request for Proposals prepared by CBRE to market the old mill site. The RFP establishes an October 15, 2026, release date and a January 20, 2027, deadline for submitting proposals, with interim milestones between those dates. Ken Kessler made the motion to approve the RFP, and Jay Lassiter seconded it.

To accommodate the Thanksgiving holiday, the Board unanimously voted to move its November meeting from November 26 to November 12, 2026. Ken Kessler made the motion, and Ben Easterling seconded it.

The meeting began at 9:06 a.m. and adjourned at 10:23 a.m.
